DR Congo Faces Unrest as M23 Rebels Enter Bukavu Amid Intensified Clashes

The Democratic Republic of Congo (DRC) is facing a renewed wave of instability as the M23 rebel group, allegedly backed by Rwanda, has advanced into Bukavu, a strategically significant city in the eastern part of the country. This latest escalation has intensified concerns about the fragile security situation in the region, particularly as it comes despite international calls for a ceasefire and renewed peace negotiations. The fall of Bukavu would mark a significant shift in the ongoing conflict, further eroding the DRC government’s ability to maintain control over its eastern provinces.

Corneille Nangaa, the leader of the Congo River Alliance, which includes the M23 rebels, confirmed that the insurgents had entered Bukavu on Friday evening and planned to continue their push into the city. Bukavu, the capital of South Kivu province, is an economic and logistical hub that plays a crucial role in the region’s mineral trade. The rebels’ rapid advancement follows their earlier capture of Goma, the largest city in eastern DRC, in a series of offensives that have seen government forces repeatedly overwhelmed.

Earlier in the day, M23 fighters seized control of an airport located about 30 kilometers north of Bukavu after Congolese troops and allied militias abandoned their positions without significant resistance. However, reports from South Kivu’s Deputy Governor, Jean Elekano, indicate that fierce battles erupted on the outskirts of the city, with government forces attempting to halt the insurgents’ progress. The fall of Bukavu would not only represent a major setback for the DRC government but could also trigger a new wave of displacement, adding to the already dire humanitarian crisis in the region.

The ongoing conflict has already forced hundreds of thousands of civilians to flee their homes in recent weeks. The humanitarian toll continues to rise, with reports emerging that at least 70 bodies were discovered inside a church in Mayba, a village located further north. According to local sources, the victims were found tied up, suggesting execution-style killings. The attack has been attributed to the Allied Democratic Forces (ADF), a notorious militant group with ties to the Islamic State. However, independent verification of the incident remains pending. Meanwhile, authorities in Bukavu have advised residents to stay indoors as fighting escalates, sparking widespread fear among civilians.

The resurgence of the M23 insurgency has reignited long-standing tensions between the DRC and Rwanda, with Kinshasa repeatedly accusing Kigali of providing direct support to the rebels. Speaking at the Munich Security Conference, DRC President Félix Tshisekedi issued a strong condemnation of Rwanda, accusing it of fueling unrest in order to exploit the DRC’s vast mineral wealth. Tshisekedi insisted that the international community must take a firm stance against Rwanda, emphasizing that his government would no longer tolerate the looting of its resources under the guise of regional instability. His remarks have added further weight to growing calls for economic and political sanctions against Rwanda.

Rwandan President Paul Kagame has consistently denied allegations of involvement in the M23 rebellion, maintaining that his country’s priority is national security. Kagame has accused the DRC of harboring Hutu extremist groups that pose a direct threat to Rwanda’s stability, an assertion he has used to justify military actions along the border. Furthermore, Kagame has dismissed threats of international sanctions, stating that Rwanda will continue to defend its interests against external aggression. The conflicting narratives from both governments have further complicated efforts to de-escalate tensions, with diplomatic relations between Kinshasa and Kigali deteriorating rapidly.

The timing of the M23’s latest offensive coincides with an African Union (AU) summit in Ethiopia, where regional leaders are expected to discuss the crisis. The head of the AU Commission, Moussa Faki Mahamat, has urged both sides to observe a ceasefire, warning that military escalation will not resolve the underlying issues fueling the conflict. Mahamat emphasized that Africa must unite in imposing a ceasefire and facilitating peace negotiations, but skepticism remains over whether diplomatic efforts will have any immediate impact given the deep-rooted mistrust between the two nations.

The rapid fall of key cities and the inability of Congolese forces to contain the M23 offensive have raised fears that the conflict could spiral into a full-scale war between the DRC and Rwanda. Analysts warn that without decisive intervention, the Great Lakes region could descend into further chaos, with dire consequences for millions of civilians caught in the crossfire. The international community remains divided on how best to respond, with some advocating for tougher sanctions against Rwanda, while others push for an urgent diplomatic resolution to prevent further bloodshed.

As Bukavu faces imminent capture, the DRC finds itself at a critical crossroads. The coming days will determine whether regional and international stakeholders can broker a meaningful peace deal or whether the conflict will continue to escalate, leading to further destabilization in one of Africa’s most volatile regions. The world watches closely as the crisis unfolds, with the fate of eastern DRC hanging in the balance.
