NPA Strengthens Enforcement of NXP for Export Cargo Processing

The Nigerian Ports Authority (NPA) has taken a significant step towards enhancing the efficiency of the nation’s export processes by making the Nigeria Export Proceed (NXP) a mandatory requirement for all export trucks accessing the ports. In a directive issued to stakeholders, the NPA has instructed its technical partner, Truck Transit Parks Limited (TTP), to enforce the NXP procedure starting from February 2025. The NXP is aimed at ensuring that export goods comply with necessary documentation standards and that the foreign earnings from these exports are properly repatriated into the country.

This new initiative is designed to streamline port operations and reduce inefficiencies that have plagued the export sector. By implementing the NXP, the NPA hopes to create a more transparent and accountable system, allowing for a more seamless flow of goods through the ports. The NPA’s move comes at a time when there is a growing focus on improving Nigeria’s non-oil export sector, and the NXP is seen as a tool that will ensure exporters meet the necessary legal and financial requirements.

The NPA’s notice specifically urges all stakeholders, including export truck operators, to familiarize themselves with the new NXP requirements. The enforcement of this policy will require exporters to complete the required documentation with their banks, ensuring that foreign currencies earned from exports are repatriated back into the country. The NPA has made it clear that export trucks will not be granted access to the ports unless they meet these documentation requirements, which aims to increase compliance with regulations governing export trade.

The policy has received commendations from several industry stakeholders, including the Managing Director of Diamond Star Export Processing Terminal, Mr. Olatunji Baale. Baale expressed his support for the NPA’s initiative, noting that it would help to track the movement of export proceeds and ensure that the earnings from these exports are repatriated into the Nigerian economy. He highlighted that this initiative would contribute to the success of the country’s non-oil export sector, which has seen substantial growth in recent years.

The policy’s enforcement is also expected to eliminate the use of loopholes and ensure that export goods comply with the regulations governing the trade. Baale further explained that the implementation of the NXP serves as a critical condition for the admittance of export cargo trucks into the ports, ensuring that exporters follow the appropriate procedures before their goods are exported. He stated that this initiative would help track the foreign currency repatriation process and reduce the chances of financial discrepancies or illegal activities within the export sector.

As the NPA begins the mandatory enforcement of the NXP procedure, it is anticipated that the policy will lead to a smoother and more efficient flow of goods through the ports.
