ICPC Arrests NSCDC Deputy Commandant, Ex-Navy Admiral Over Alleged N3bn Fraud

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has apprehended Adam Imam Yusuf, a Deputy Commandant of the Nigerian Security and Civil Defence Corps (NSCDC) in Kogi State, over allegations of diverting public funds exceeding N3 billion. The arrest comes after weeks of intensive investigations and surveillance by the anti-corruption agency.

Yusuf, who had been on the run, was finally tracked down and arrested at his residence in Gwagwalada, Abuja. Following his arrest, he was taken into custody for interrogation and is expected to face prosecution soon. The ICPC disclosed that Yusuf had been evading law enforcement after being implicated in a massive fraud scheme.

According to the ICPC, the fraud was allegedly orchestrated by the former Chief of Naval Staff, Vice Admiral Usman Jibrin (rtd.), in collaboration with Yusuf and retired Brigadier General Ishaya Bauka Gangum. The fraudulent activities reportedly involved the diversion of public funds through a complex network of 92 fictitious companies, none of which were registered with the Corporate Affairs Commission (CAC). This elaborate scheme enabled the suspects to launder large sums of money without raising immediate suspicion.

Investigations revealed that the diverted funds were funneled into various business ventures, including real estate and petroleum investments. Companies such as Lahab Integrated and Gate Coast Properties were identified as key entities used to channel the illicit funds. These companies were allegedly fronts for laundering proceeds from the fraudulent transactions.

As part of the ongoing investigation, the ICPC traced the laundered funds to over 18 properties acquired with the proceeds of the fraud. These properties include luxurious residential buildings, commercial complexes, and filling stations scattered across different states in Nigeria.

So far, four of these properties have been successfully forfeited to the government through court orders. Legal proceedings are still underway to determine the status of the remaining properties. The ICPC has vowed to ensure that all assets acquired through fraudulent means are recovered and returned to the government treasury.

The ICPC also confirmed that efforts are being intensified to apprehend other suspects linked to the fraud. Several individuals believed to have played significant roles in the scheme are still at large. The commission has called on members of the public to provide useful information that could lead to the arrest of these fugitives.

In a statement, the ICPC reiterated its commitment to fighting corruption and ensuring that those involved in the misappropriation of public funds are brought to justice. The agency emphasized that no individual, regardless of their position or influence, would be spared in the ongoing war against corruption in Nigeria.

The arrest of Yusuf and the ongoing legal actions signal a strong message from the ICPC about its zero-tolerance policy towards corruption and financial crimes within government agencies and the military establishment.
